Structural model of the diffusion of technology
in the Innovation Park of the Technical University of Budapest


In the middle of the ‘80s peculiar situation has been evolved in Hungary in the field of the diffusion of technology. The increasingly cost-sensitive economy was still regulated by the central planning, but the role of the private sector was continually growing through the development of the small and middle sized enterprises. That time the research and development work had already been going on for decades in the Technical University of Budapest, in the form of contractual relationship with the industry and other sectors of the economy. This construction in fact provided enterprising possibilities for the university professors, thus the university itself functioned as a quasi innovation park as well. Promoting the transfer of technology a decision was made in 1986 that the innovation park had to be formally established too. The new organization began its operational activity at the end of 1987 - by our knowledge as the first of this kind in Eastern-Central-Europe. In the ownership of the new innovation park the university held the majority of stakes, and the local authorities owed a considerable part too.

In the beginning the INNOTECH Technical University Innovation Park aspired to develop all of the services which have been working well in other parks. (The knowledge about the experiences of the foreign innovation parks was mainly based on the information flow of the IASP.) Taking into account the special circumstances of the Eastern-Central-European region, an adaptation work began later and this led to the creation of a model that seemed to be optimal in the given environment. In our summary first we describe this model, and the intellectual base on which it is functioning, then we illustrate the effectiveness of this model through an example of a successful spin-off venture, and finally we are dealing shortly with the extension of this activity.
